Her eyes are blue like Usagi, but her hair is actually a softer pink, but a bit more cherry colored the Chibiusa's. There is only one known color picture of her and sadly it's just a photo-bust Naoko colored :c so we never got to see the color of her Sailor uniform, but she does have a set hair and eye color scheme of her own that is canon c:
If anything this reminds me of a grown Diana, as Luna's human form was based off of Usagi's face and body type. Diana's hair is a light grayish purple, she has four buns, no tendrils but I guess she could grow her hair out c: and her eyes are blue c:
It's funny cause in the anime Luna's eyes are red, Artemis is blue and so is Diana's but in the manga, Luna's eyes are often either blue or red, Artemis has green eyes, and diana's eyes are blue or sometimes gray ^^
is true there is almost nothing of Kousagi fantart basis I have seen of her
The only thing left for guesses is the coloring of her fuku, but her hair, eyes and skin tone are based of a colored picture of her Naoko Takeuchi made of her in a cute lil pink sundress. Her ktty partner is also like a bubble gum pink with lighter spots.
Fanart of her has changed her colors vastly, but I would stick to the original version. Her hair also has spikier buns and she only has two spokes on each head, but here you've drawn her with four on each side.
